Procedures for obtaining a Certificate of eligibility for food safety

Procedures for applying for a Certificate of eligibility for food safety (referred to as Food Safety Certificate) for food service establishments:

Food service establishments are food processing establishments including shops, stalls selling instant food, cooked food, restaurants, ready-to-eat meal processing establishments, canteens, and works canteen.  

Food service establishments must meet the following food safety conditions:

  • The kitchen must be arranged according to the one-way principle to ensure no cross-contamination between unprocessed food and processed food;
  • Walls, ceilings, floors of business areas and raw material warehouses are waterproof, cracked, and moldy;
  • The dining area must be airy, cool, well-lit, maintain cleanliness, and take measures to prevent insects and harmful animals;
  • Have food preservation equipment; Arrange toilets, waste collection, and treatment areas outside the kitchen area; Have tools to collect and store garbage and waste to ensure hygiene;
  • There is enough water that meets technical standards to serve businesses;
  • Eating utensils must ensure safety and hygiene, with separate utensils and containers for raw and cooked foods;
  • Food must be processed to ensure safety and hygiene;
  • Use food and food ingredients must have clear origins and ensure safety;
  • Food displayed for sale must be kept in glass cabinets or hygienic storage equipment, resistant to dust, rain, sunlight, and the penetration of harmful insects and animals; displayed for sale on a table or shelf above the ground;
  • Carry out three-step authentication and save food samples in accordance with law;
  • Establishment owners/managers, direct processors, and staff must have health examination records and be trained in food safety and hygiene.

Food production and business establishments must have a Food Safety Certificate when operating, except for the cases specified in Clause 1, Article 12 of Decree No. 15/2018/ND-CP.

  • Checking the legality and validity of documents provided by Valued Customers;

  • Following up and explaining documents as requested by competent authorities (if any);
  • Representing Valued Customers to receive results.
