Sales promotion is a trade promotion activity of traders to promote the purchase and sale of goods and provision of services by giving customers certain benefits.

Traders carry out administrative procedures to notify promotional activities to all Departments of Industry and Trade where promotions are organized (in the area where promotions are carried out) before implementing the promotional program in the following form:

• Organizing customers to participate in cultural, artistic, entertainment programs and other events for promotional purposes;
• Giving sample goods and providing sample services for customers to try without paying;
• Giving away goods and providing services without collecting money;
• Selling goods or providing services at a price lower than the previous selling price or providing services, applied during the announced promotion period (promotion in the form of a discount);
• Selling goods and providing services with purchase vouchers and service usage vouchers;
• Selling goods and providing services accompanied by contest entry forms for customers to choose award givers according to announced rules and prizes (or other equivalent forms of organizing contests and awarding prizes);
• Organizing a regular customer program, whereby rewards are given to customers based on the quantity or value of purchases of goods and services that customers make, expressed in the form of customer cards and receipts. purchase goods, services or other forms.

Notification documents shall be sent to the Department of Industry and Trade at least 03 working days before carrying out the promotion (based on the receipt date recorded on the postal bill of lading or equivalent forms in case of sending via by post, based on the date recorded on the application receipt in case of direct submission, based on the time recorded on the email system or based on the date recorded on the system in case of submission via online public service system).

If a trader offers promotions in the above forms but falls into one of the following cases, there is no need to notify:

• Traders implementing promotional programs with a total value of prizes and gifts under 100 million VND;
• Traders only conduct sales and promotions through e-commerce trading platforms and online promotion websites.
