"Certificate of capacity for construction activities" can be understood as a summary capacity assessment issued by the Ministry of Construction or Department of Construction to organizations and units that meet the prescribed capacity conditions when participating in construction activities and are classified into class I, class II and class III.

For organizations and units operating in the following fields: Construction survey; Prepare construction planning design; Design and verify construction designs; Consult on construction investment project management; Construction works; Consult on construction supervision, construction inspection; Manage construction investment costs, having qualified qualifications and a certificate of construction activity capacity is mandatory to legally practice.

Specific capacity conditions of the organization for Grade I certificates in each field of operation:

–  Construction survey:

• Have a laboratory or have a written agreement or contract in principle to cooperate in carrying out experimental work with a laboratory serving construction surveys that is recognized according to regulations for the field of engineering geological survey;
• Have machinery and equipment or be able to mobilize machinery and equipment to serve survey work in the field in which the certificate of competency is requested;
• The individual holding the title of survey leader must have a class I construction survey practice certificate appropriate to the field in which the certificate of competency is requested;
• Individuals participating in the survey have expertise and skills appropriate to the type of construction survey and register for a certificate of competency;
• Have conducted a construction survey of at least 01 project from group A or 02 projects from group B or higher or 01 project from level I or 02 projects from level II or higher with the same type of survey.

–  Prepare construction planning design:

• Individuals holding the position of chairperson, presiding over specialized areas of construction planning; Infrastructure; traffic of planning projects with a class I construction planning design practice certificate appropriate to the field of expertise undertaken;
• Has prepared at least 01 construction planning project under its authority and has been approved by the Prime Minister or 02 construction planning projects (of which at least 01 project is an inter-district construction planning project or district construction planning or general planning) under the authority and approved by the Provincial People's Committee.

–  Design and verification of construction design:

• The individual holding the position of chairperson, design leader, and construction design verifier of construction design subjects must have a class I practicing certificate appropriate to the field of expertise undertaken;
• Individuals participating in design implementation and construction design verification have expertise and skills appropriate to the field and type of project applying for a certificate of competency;
• Has designed and verified the design of at least 01 project from level I or higher or 02 projects from level II or higher of the same type.

–  Construction investment project management consulting:

• Individuals holding the title of project management director have a class I project management practice certificate;
• Individuals in charge of specialized fields must have a practice certificate in construction supervision and class I construction valuation appropriate to the work undertaken;
• Individuals participating in project management have expertise and skills appropriate to the work undertaken;
• Have performed project management of at least 01 group A project or 02 group B projects or higher.

–  Construction works:

• An individual holding the position of construction site commander must qualify as a class I construction site commander appropriate to the field of expertise he/she undertakes;
• The individual in charge of construction in the specialized field must have a university or vocational college degree appropriate to the job undertaken and a working period of at least 03 years for a university degree, 05 years for a college profession;
• Able to mobilize a sufficient quantity of machinery and equipment to mainly meet the construction requirements of works suitable for the work undertaken;
• Has directly performed the construction work of a work item, work or construction part (in case of specialized construction work) related to the content of the certificate request of at least 01 project of level I or higher or 02 projects of level II or higher of the same type in case of construction work;
• Has directly constructed and installed equipment of construction items or works related to the content of the certificate request of at least 01 project of level I or higher or 02 projects of level II or higher for construction and installation of equipment on construction sites.

–  Construction supervision:

• Individuals holding the title of chief supervisor must have a class I construction supervision practice certificate, supervisors must have a construction supervision practice certificate appropriate to the type of project registered for issuance of the capacity certificate;
• Has supervised the construction work of at least 01 project of level I or higher or 02 projects of level II or higher of the same type of project registered for issuance of a certificate of competency in the field of construction supervision;
• Has supervised the installation of equipment in at least 01 project of level I or higher or 02 projects of level II or higher in the field of supervision of installation of equipment in the project.

–  Construction inspection:

• The individual in charge of carrying out construction inspection must meet the appropriate conditions for practicing construction inspection class I;
• Individuals participating in construction inspection must have expertise and skills appropriate to construction inspection work;
• Has carried out construction inspection of at least 01 project from level I or higher or 02 projects from level II or higher of the same type.

–  Consulting on construction investment cost management:

• The individual in charge of managing construction investment costs must have a class I construction valuation practice certificate;
• Individuals participating in the management of construction investment costs must have expertise and skills appropriate to the management of construction investment costs;
• Implemented cost management of at least 01 group A project or 02 group B projects or higher.
