• Have machinery and equipment or be able to mobilize machinery and equipment to serve survey work in the field in which the certificate of competency is requested;
• The individual holding the title of survey leader must have a construction survey practice certificate of class II or higher appropriate to the field in which the certificate of competency is requested;
• Individuals participating in the survey have expertise and skills appropriate to the type of construction survey and register for a certificate of competency;
• Have conducted a construction survey of at least 01 project from group B or 02 projects from group C or 03 projects requiring or higher economic-technical reports or 01 project from level II or 02 projects from level III and above with the same type of survey, etc.

–  Prepare construction planning design:

• Individuals holding the position of chairperson, presiding over specialized areas of construction planning; Infrastructure; traffic of planning projects with a construction planning design practice certificate of class II or higher appropriate to the field of expertise undertaken;
• Have prepared at least 01 construction planning project under its authority and approved by the Provincial People's Committee or 02 construction planning projects under its authority and approved by the District People's Committee.

–  Design and verification of construction design:

• Individuals holding the position of chairperson, design leader, and construction design verifier in construction design subjects must have a practice certificate of class II or higher appropriate to the field of expertise undertaken;
• Individuals participating in design implementation and construction design verification have expertise and skills appropriate to the field and type of project applying for a certificate of competency;
• Has designed and verified the design of at least 01 project from level II or higher or 02 projects from level III or higher of the same type, etc.

–  Construction investment project management consulting:

• Individuals holding the title of project management director must have a project management practice certificate of class II or higher;
• Individuals in charge of specialized fields must have a practicing certificate in construction supervision and construction valuation of class II or higher appropriate to the work undertaken;
• Individuals participating in project management have expertise and skills appropriate to the work undertaken;
• Have performed project management of at least 01 project from group B or higher or 02 projects from group C or higher.

–  Construction works:

• An individual holding the position of construction site commander must qualify as a construction site commander of class II or higher in accordance with the field of expertise undertaken;
• The individual in charge of construction in the specialized field must have a university or vocational college degree appropriate to the job undertaken and a working period of at least 01 year for university level, 03 years for college profession;
• Able to mobilize a sufficient quantity of machinery and equipment to mainly meet the construction requirements of works suitable for the work undertaken;
• Has directly performed the construction work of a work item, work or construction part (in case of specialized construction work) related to the content of the certificate request of at least 01 project of level II or higher or 02 projects of level III or higher of the same type in case of construction work;
• Has directly constructed and installed equipment of construction items or works related to the content of the certificate request of at least 01 project of level II or higher or 02 projects of level III or higher for construction and installation of equipment on construction sites.

–  Construction supervision:

• Individuals holding the title of chief supervisor must have a construction supervision practice certificate of class II or higher, and the supervisor must have a construction supervision practice certificate appropriate to the type of project registered for capacity certification;
• Has supervised the construction work of at least 01 project of level II or higher or 02 projects of level III or higher of the same type of project registered for issuance of a certificate of competency in the field of construction supervision;
• Has supervised the installation of equipment in at least 01 project of level II or higher or 02 projects of level III or higher in the field of supervision of installation of equipment in the project.

–  Construction inspection:

• The individual in charge of performing construction inspection must meet the appropriate conditions for practicing construction inspection at level II or higher;
• Individuals participating in construction inspection must have expertise and skills appropriate to construction inspection work;
• Has carried out construction inspection of at least 01 project of level II or higher or 02 projects of the same type or higher of level III.

–  Consulting on construction investment cost management:

• The individual in charge of managing construction investment costs must have a construction valuation practice certificate of class II or higher;
• Individuals participating in the management of construction investment costs must have expertise and skills appropriate to the management of construction investment costs;
• Has managed construction investment costs of at least 01 project from group B or higher or 02 projects from group C or 03 projects requiring economic - technical reports or higher.
