Cosmetic product announcement

A cosmetic product is a substance or preparation intended to be used in contact with the external parts of the human body (skin, hair system, fingernails, toenails, lips, and external genitalia) or teeth, and oral mucosa whose main purpose is to clean, perfume, change appearance, form, regulate body odor, protect the body or keep the body in good condition.

Organizations or individuals responsible for bringing the product to market will have their name on the cosmetic product announcement dossier and be responsible for that cosmetic product on the market.

Organizations or individuals responsible for bringing products to market must have the function of trading cosmetics in Vietnam.

Organizations or individuals responsible for bringing cosmetic products to the market are only allowed to put cosmetics into circulation when they have been granted a receipt number by a competent state management authority for the Cosmetic Product Announcement Form and shall take full responsibility for the safety, effectiveness, and quality of products. Competent state authorities will conduct post-sale inspections when products circulate on the market.

The declaration of cosmetic product features (purpose of use of the product) must meet ASEAN guidelines on the declaration of cosmetic product features (Appendix No. 03-MP).

Gia Luat's scope of work:

• Consulting Valued Customers on legal issues related to cosmetic product announcements;
• Guiding Valued Customers to prepare necessary documents; Checking the legality and validity of documents provided by Valued Customers;
• Preparing documents in accordance with law;
• Representing Valued Customers to submit documents and work with competent authorities;
• Following up and explaining documents as requested by competent authorities (if any);
• Representing Valued Customers to receive results.
