Procedures for establishing a private foreign language center (domestic capital)

A private foreign language center is a continuing education establishment, part of the national education system, established by investment from domestic organizations and individuals and ensuring operating conditions in accordance with the law, having legal status, own seal and account.

Conditions for training and fostering:

• Having a team of managers, teachers, and employees who meet prescribed standards and meet the center's operating requirements;
• Having appropriate facilities, equipment, programs, teaching materials, and funding sources, ensuring educational quality according to the center's construction, development plan and scale of operations;
• Having area for officials, teachers, and students to take breaks and rest in between hours;
• Permitted by the competent authority.

Conditions for Director of Foreign Language Center:

• Having a good identity;
• Having management capacity;
• Graduated from a foreign language university or university and obtaining a minimum foreign language certificate level 3 according to the 6-level foreign language competency framework for Vietnam or equivalent (for foreign language center directors);
• Having experience working in the field of education and training;
• The term of director of the foreign language center is 05 years.

Conditions for Teachers:

• Vietnamese teachers are qualified to teach foreign languages when they meet one of the following standards:
  • Obtaining a college degree in foreign language pedagogy or higher;
  • Obtaining a college degree or higher in foreign languages and a pedagogical certificate.
• Teachers who are native speakers of foreign languages (for each specific foreign language): Obtaining a college degree or higher and an appropriate training certificate for teaching foreign language;  
• Foreign teachers are qualified to teach foreign languages when they meet one of the following standards:
  • Obtaining a college degree in foreign language pedagogy or higher;
  • Obtaining a college degree or higher in foreign languages and an appropriate training certificate for teaching foreign language;
  • Obtaining a college degree or higher, a foreign language competency certificate of level 5 or higher according to the 6-level foreign language competency framework used for Vietnam or equivalent, and an appropriate training certificate for teaching foreign language.

• Checking documents provided by Valued Customers;
• Preparing documents in accordance with the law;

• Following up and explaining documents as requested by competent authorities (if any);
• Togerther with Valued Customers to work with the appraisal team;
• Representing Valued Customers to receive results.
